yes unless he gets a letter from your Turkish consulate saying he is studying etc...
Does he have a double citizenship? If he does, then he has till the age of 40 to complete his paid army service. If he is in another country temporarily with a visa then upon arrival into Turkey he may have a few problems with the authorities. So if he is planning a trip back to his country i suggest you talk the Turkish consulate in your country and get a letter from them.

If he is still a Turkish citizen yes.
If he is a student, then he should present all the relevant documents from his school to both consulate and Military office.

if he is working or student in there, no
if he hasnt got any acceptable reason and if his ages is suitable for army. yes

i mean this is rule "every Turkish men have to join army" noone cant escape

if he will stay long in turkiye, yes, he is expected to join the army for one month.
