I tried to insert an dvd into my player and it reads DISC ERRORWhy it that and how can I fix it?!

Possibly a dirty or scratched disc.

Try it in another DVD player, if not - it may mean your lens or something else inside of the player is messed up.

Whether it's prerecorded or a blank DVD the answer is the same. First look for fingerprints and dirt, especially near the center hole where the disc directory needs to be accessed. A drop of liquid soap with water will clean a disk nicely, then dry it well. There's not much you can do about scratches except buy a repair kit that will help you fill or polish out the scratches. There's at least a possibility that your lens is dirty. You might try Dollarland. They sell a cleaning kit that's just a little brush glued onto a disk. Basically you add a drop of cleaner and hope it makes a difference. If home-burned DVDs are your problem they may need finalization or may not be burned correctly.

Tosh is right, and if it works on another DVD player and cleaning the lens doesn't work, time for a new one. Some later Toshibas and early RCA's are unreliable.
