Are you meaning in an minimum purchase amount to use a credit card at a store? If so, I don't think it is illegal, because to use a credit card, the store is charged a certain percentage of the charge amount (the percentage depends on the amount of volume through the store) plus processing fees. The store is merely trying to cut down on extraneous costs. Where is the profit in charging a $1 coke, when the store has to pay at least 20 cents in processing alone?

I don't know of any law regulating this sort of thing but I think a business who does this is violating the terms set by Visa and MasterCard.
