The trick to this one is not how tight you can roll the paper, but rather the direction the stack is oriented. You're going to want to support the wieght in a vertical manner with the sides supported so that a shear doesn't buckle the member.

Consider making several individual supports and then wrapping these with an added layer. Also, study the structure of the paper itself. Tear it in different directions to see how the fibers are arranged. You might also rotate the papers when you stack them to make your rolls to help build strength in two planes.

Something similar to that then wrapped around to bind them together.
Lastly, remember that masking tape will bind and hold against shear, but not compression.

Best of luck!

Take two 3/8 to 1/2 inch dia dowels than are about 18 inches in lenght. Drape a section of news paper over one of the dowels then lay the second dowel on top. You are sandwiching the news paper between the two dowels..

Then twist the two dowels so as to wind the news paper arounf the two dowels. When you are finished winding you can slide the dowels out of the rolled up news paper...

a thinner roll of paper will not make for stronger legs...
they will buckle more easily.
there is a median width for the legs (if youre using newspaper) that you should use.

what you could do is roll it as thin as you can..
then fill the center with individual sheet of newspaper that you rolled up.
