the best i did on a 18 hole, was 75,
and yes practising your putting will help, there is no point in getting to the green in 2 shots then 3-4 putting, practise makes perfection

the best i did on 18 was an 81, i could have hit a few strokes lower only if my friend didn't yell at me when i was putting >:(. It's really tough to do. But the best i did on 9 was 39. And yes putting is very key to getting a low score.

less than 5% of the people playing the game have ever shot a par score...and given that you will probably hit your putter more than any other club in your bag, yes the more you practice putting the better off you will be...

There have been a large number of "scratch Golfers" (someone with a 0 handicap) thus a large number of even par rounds. On your second question.....There is an old adage that is very true.
"Drive for show......putt for dough. for the average gollfer, They will actually hit the ball with their putter more times in a round than they will their driver.
