It means go away and put your head into a vessel of boiling water and keep it there untill it is thoroughly cooked.

It has nothing to do with headlice. The North East of England shares some phrases with Scotland and this one is an instruction to vacate the immediate vicinity at once ... or "Get lost."

I think it speaks for itself. Not exactly a welcome, is it?
The 2 lines are probably "ye ba'heid".
Which means the total saying os "Go away & boil your head person with the ball shaped head".
