Assuming you at least have construction paper and glue, you could draw out the layers on a piece of paper with the arches spaced evenly and draw the stones on. Cut the strips and arches out and tape the ends together so you have a round base that can stand by itself, the paper is vertical. (trying to describe as clearly as I can) Glue toothpicks, popsicle sticks or other vertical support pieces on the inside of the first layer to support the next layer. The colosseum picture I have shows 4 layers, with a big area that's crumbled away.

Without knowing what materials you have on hand, it is hard to make suggestions. Personally, I'd use clay wrapped around popsicle sticks for support and mold in the stones shapes with a tool of some kind. If this is something that is due tomorow, I suggest you make due with the construction paper and scotch tape and get creative.

If you have a specific colosseum in mind, check on-line to see if they have a museum-type shop associated with the building. If so, you might be able to order a good diagram of the building. My son had to build a model of a California mission. He used some kind of white foam-filled board for the walls and then used Spackle to get the appearance of stucco. I think building a model of a colosseum would be harder because it is open on top, so you will have to show the details of the seats, etc.
