It sounds like this particular scholarship is "needs based," that is, someone from a rich family should not bother to apply because rich folks can afford to pay for college. The family financial statement usually includes lots of private information on how much you and your parents earn at jobs and on investments; how much money is invested or in savings accounts; number of people in the family, etc. There is usually a specific form to fill out, but it basically helps the people giving out scholarships determine who needs the money the most. Basically, someone from a poor family is more apt to get a scholarship than someone from a rich family as long as other requirements, like grade point average, etc. are met.
