you need to get letter form your embassy in turkey to prove you are free to marry. and than you give that letter to turkish registry office. so yes you gotta get certificate

Many countries require foreigners who want to get married to present from their own embassy a certificate stating either that the person is free to marry or else a certificate that the embassy has no access to that information but that the person swears he is free to marry.
