Should I receive a tax rate number from the UK Tax Office each year? I am not working.?

No. You dont need to do anything. If your not working, i assume you'd be goind on the social. If that's the case, they do everything for you.

Your rating will stay the same unless you inform the tax office that your circumstances have changed. Or tax allowances change. In which case they will contact you.
No news - especially from the tax man - is good news.
