In MD - Yes, the District Court Commissioners work around the clock in the largest counties (and Baltimore City). If someone is arrested on a Friday or Saturday night, bail can be posted with the commissioner at any time. In smaller counties, the commissioner can be paged and he/she can come to the booking center and process bail. Basically, bail can be posted 24/7 in MD but one may have to wait 2-6 hours for bail to be posted before release.

Elsewhere, one may have to wait until Monday (or Tuesday - if Monday is a holiday) to post bail.

There is a good possibility that this poor bloke will be spending the night in the slammer. All counties and states policies are different. I do know that where I am from, that if arrested on a Sunday night, if you are not bailed out by 9:00 PM you're there for the night.

I don't think you are asking the correct thing...bail is a monetary amount that you pay to a licensed bondsman in order to be released from jail prior to your appointed court date...the jail facility does not bail you out.
You can be cited by the jail facility in some cases but there are many variables....

if it is a petty offense or a misdemeanor they might be able to post the bail at the police station. usually if its 500 or under. otherwise you will be in over the weekend since the courts are not open on the weekends and they will not set a bail amount. this is based on experience...lol.

It depends on what they did. Some crimes you are allowed bail right away, some more serious crimes you will have to wait to go in front of a judge.

if you are poor, no!! you must wait until monday morning to see judge! if rich, and can pay the bail in cash, then you will get out of jail! how is that for fairness of our rotten justice system!

If you know a good bailbondsman, and have someone on the outside that gives a crap about you, and a cooperative judge, it can happen. Most likely, you'll be our guest for the weekend.
