Its been 10 years,since my bad credit, report looks good, a few collection agency,can i open a savings acct.?

is it safe for me to open a savings acct.

Yes. This would be a wise decision. You can gain interest on the money in the account and have an emeregency fund in case something happens unexpectantly (which is one of the top reasons a person gets into debt).
