Until he gets permanent resident status, he can't get a SSN. He can get an Individual Taxpayer Identification Number if needed for tax filing. File form W-7 with the IRS http://www.irs.gov/pub/irs-pdf/fw7.pdf to get that. You cannot claim him as a dependent if he is not a US citizen or resident, nor collect any credits until he is.
