That's kind of a tough one because there is a small percentage of women who just wouldn't be able to accept it, no matter when/how you say. There are some who would freak out if you said it too early, because you're making it about sex too soon in the relationship. There are some who'd freak out if you waited too long, thinking you were taking advantage of them by giving footrubs without revealing an ulterior motive.
I guess the best bet is not too early, when she knows you well enough to know you're not hannibal lecter. Just let it come up in conversation. Drop hints beforehand by complimenting her shoes/nail polish, so she suspects a bit and isn't totally shocked.
Though it really is undignified that we have to be on eggshells about this. It's really not that big of a deal, and shouldn't have to be treated like it. If it weren't for what I believe is a small percentage of people, this wouldn't be such a hard question.

After a long hard day, offer her a foot massage. You'd better be mighty good at it!
Once you have her comfortable, let her know that you really like her feet. The same way that other men go on about boobs.
Limit your time on her feet. Massage the rest of her as well. Reassure her that you like HER, not Just Her Feet.
And give her time to adjust.

Once you two are relaxing on the couch, you massaging her feet while you watch the t.v., say something like "You know something, I find your feet to be really erotic". Compliment her on the way she keeps them pretty, and how it is just one more part of her that you love so much.
What you DON'T want to say are those things that concentrate on her feet and away from her. A girl wants to be alot more then a pair of feet to you. Always make your lady feel special and she will always make you happy.
