Is it true that a liquid measure cup is a different amount then a dry measure cup? Why is that and how much different are they?

No, they're not different amounts -- one cup of sugar is the same volume as one cup of milk. The difference is in the shape of the measuring cup.

A dry measure must have a flat top so you can level it off.

Liquid measures generally have pour spouts; they can also have markings for different amounts in the same measuring cup.

Technically liquid and dry measuring amounts under a pint are the same. Amounts above, pints, quarts, etc are different. With pints a liquid measure is a larger amount and with quarts a dry measure is more. The real reason for different types of measuring cups is ease and accuracy. It would be harder to get an accurate dry measure using a liquid measuring cup and likewise for liquid in dry.
