is it appropriate to ask someone out while they're working, if that's the only place you see them and if there is no one waiting for him?

No. They're not getting paid to make dates. If you want to ask someone out who is working you can politely ask when their break is and ask them when they take their break. By socializing when they are working you could put them in jeopardy of getting fired.

it depends on where they work! if its an office do it at break or lunch if its at a store it may be ok if noone else is around and they aren't too involved in the job at that moment and can focus on you. only do it if their attention can be giving to you anc can focus at the moment

Lot's of couples meet at work. It's okay if you can both act mature and professional and not let your feelings affect your behaviour toward each other at work.

Sure, as long as you don't get him into trouble with his boss, he won't care. If his job is boring it will probably make his day, or at least give him something to talk about with the other workers...
