You can only do it with a court order. The state won't change the birth certificate for any reason without a judge's signature once it's been filed.

Don't know your situation and how old the child is... For me, my mom just used the other name for a while - call Social Security to be sure, maybe a year or more... ??? Make sure you have some "mail" in the child's name (the one you want) and again check with Social Security on what is called "legal alias" ... then, I went and had my name changed at the social security department to have a "legal alias" - cost almost nothing... maybe nothing -was a long time ago... (10 years).. Got driver's license in other name, registered for college in other name, had high school transcripts changed to other name... was easy.
