No, I cannot surf in the arctic. I would probably spend more money getting to the arctic than I would spend in a year surfing in Peru.

Yes, you can rage in the Arctic Ocean, as long as you stay warm. If you get severe hypothermia, the part of your brain which controls emotions like anger (rage) will cease function.

You can definitely surf in the Artic Ocean if you can stand the frigid cold water. Wherever there is a coastline, there will be waves. The artic ocean is big enough for winds to blow over thousands of miles and create plenty of waves.
