You'll need Microsoft Windows for that. It isn't called that on Mac OS X or Linux.

In Mac OS X you have "the dock".

In Linux you'll have the K button in place of the "start" button.

By default, all of these items are at the bottom of the screen - though you can change the position.

Not much info given, but I know that there are mischievous persons who like to move the task bar and hide it. To find it simply press Control button and Escape button simultaneously. Your task bar will appear. You can drag the taskbar up, to the right, to the left and down again. Click and hold and drag to desired location.

change you view to classic windows and your star menu will be visable
