Liquids and Gases are both fluids and both are controlled by the laws of fluid dynamics. Most modern submarines are designed with controll surfaces that 'fly' through the water, like up-side-down wings.

As to when we will have a vehicle that can do all, who knows? First we need a massive improvement in material sciences because a water environment is far harsher on vehicles. The surfaces pressures are higher, and more corrosive, than the atmosphere.

The biggest hurdle though to having a vehicle that does all of that is whether there is a need. Do we need to fly and swim in the same craft? On this planet, I tend to doubt it.

BTW- the Harrier to doesn't use it's wings to transfer between vertical and horizontal flight. It uses moveable exhaust nozzles located on the sides of the fuselage. The only aircraft that actually changes part of it wings to do that is the V-22 Osprey.

I believe it'll be within a hundred years.

Hydra- and hydra- dynamic? I believe so. First of all they can both move with propellers, but I'm sure there are or will be other ways.
Wings can be made to move to allow for both through the air and under water travel.

Incidentally, the Harrier fighter jet--military--can lift straight up like a helicopter, then fly away like the fighter jet that it is, in part, because of it's ability to adjust it's wings.

there has been a car that drives and float for quite a while. (odd 30 years) flyingwont happen so soon im affraid.

hydro and aerodynamic are actually quite similar, so it would be possible to make something both aerodynamicand hydrodynamic.

however i think if a machine will be made that floats, drives and flies, it will fly like a helicopter.

we allready that can drive underwater. not sure on the rest. think we need to worry about the price of gas right now.
