Is that supposed to be a good thing, a bad thing, or neither? Perhaps a sort of backhanded compliment of some sort?

I loved that your interested enough to ask. Well I see it as hes good enough to take out in public and has something else going for him besides his physical appearance. So yeah its a good thing!

I use that term alot. I can tell you from my own personal use of it what it means to me and most the girls I talk to. It means he's "not bad looking" but he's not hot or someone I'd go out with. It's a neutral type thing.

Then again, I know some people who use that term because to call someone NOT good looking is too harsh.

Hmmm. If I say he is not bad, I mean he is neither good nor bad looking. It's not like a total complement or a shut down. It's just a comment like, he is alright. If I was into someone, I would say so. Saying not bad looking is just like if you were looking at clothes and not buying it.

It means your either cute or hot. It also depends on how we say it, if we say it after a pause, it means we're trying not to hurt your feelings, if we say "Well, I guess your not that bad looking" It means we're saying we don't like how you look or compared to some people, your okay. But I hope you understand it. (I like how you used the word "Ladies" that's so cute!)

Giving him a chance or he's cute but not hot. Compared to other guys we'd give you a chance. Saying he's not bad looking is like a complement. It is like we don't know you but we'll give it a try! So that is all it is.

The beauty of that statement is you can't read too much into it. It can either be "he's rrreally not bad looking" or "he's not bad looking but he's not good looking either", depending on the circumstances.

When I say a guy is not bad looking i usually mean that he's cute but not hott.

Not bad looking is what it indicates: someone who isn't a topmodel but not ugly either. It is normally a good thing.

It means he's not ugly...but not drop-dead handsome either. It means they find something about the person good, but not the whole package!

Depends on how it's said. Sometimes it means "mmm, not baaaad" or "daaaayum" which is a good thing. sometimes it's like "eh. could be worse" which is kidna bad.
