Because, the laws have not caught up with industry.

However, it is against the rules of EVERY parent breed club, that I know of, for a breeder to sell to a pet store. But, parent clubs aren't exactly a gov't organization that can fine people or arrest people.

I think that it kinda depends if the laws are enforced or not.

I have always thought, been told, and seen for myself that puppy mill and back yard breeder use pet stores to sell their Mutts. You will never find a dog with a Pedigree being sold in a Pet Store around here.NO, No, no, no.

Any dog that does not carry a Pedigree is a mixed pool of genes. Or mutts, mongrels and only pet quality.

It's a law but if people don;t know this, they are victims of misrepresentation but what can we do about it?.

It isn't illegal for pet stores to purchase puppies from what I call breeders of no conscience. i.e. puppy mills! They are considered property.
If you really look at a mall pet store or even in a pet shop as to where the pups come from you will See alot are from mid weatern states. Prime puppy mill states.

Puppies are cute as a button but be warned, a pup from a mall pet store or a pet shop may be your biggest regret.
