How does one get a copy of a 9-1-1 call? Either a recording or transcript? I'm in Los Angeles. Thank you.

You're going to have to get in touch with the government agency that is handling the 911 calls and ask them if you can get a transcript. Usually this is the city that the call was made in. Try the Police or Fire departments because they usually share a 911 center.
Most government information that is not concerned with something with privacy concerns is open to the public.
