Why are you going to DC? To see the sights on the Mall, visit a few museums and shop a bit? Then Metro is probably fine, provided you are staying at a hotel near a subway (i.e. the center of town, or along one of the metro spokes).
If you are going to visit some friends, head out in the suburbs, or staying out of the way in some hotel, then I'm afraid you'll probably need a car to get to some places. Metro is great, but it isn't 'just around the corner' from everything there is see and do in DC.
It really depends on why you are visiting and where you are staying.
http://www.wmata.com will show you where the Metro is and what is near those locations. If your hotel is off the beaten path, then you may want to look at renting a car for some days, or learning about the buses and subways in combination (buses and subways can get you most anywhere, but just subway is kind of limited).

Definitely use Public Transportation. But you must have patience. And "Nickdc" above said it right... most people who even live here take the subway into the city.. that's how bad the traffic and parking are. But we have probably the cleanest and easy to navigate Metro system in the U.S. If you want to see the monuments and White House, they are all pretty much in the same area. So take the underground Metro train. Heading out to the Nationals stadium might be a different story though.. it's kinda on the other side of town. I mean you could catch a cab.. but in order to enjoy your day you should probably do that a different day.

Use the subway..!!! It is the safest and cleanest one I have ever been on. It goes everywhere and just about always have military people in uniform onboard as they use it too. So it is really safe. You can buy a pass for around $15 or so and take the buses (metro) they stop at all the sight seeing places every 15 min. So you can get off or stay on and listen to the guy talk about the places. Yous stay off in 15 min time slots. So if you stay 30 or 45 min at the Washington Monument, a bus is there.

I agree, it depends. If you are staying within the city limits, the metro is probably your best bet. But, DC is small and it is likely that you might find yourself exploring Maryland and Virgina also, and if you plan on leaving the city you should rent a car.

Take the metro...best and easiest way if you are not familiar with the area. DC can be tricky to maneuver! I still get confused even after living here for eight years!

Use the Metro.
Even if you have good luck navigating and driving, you will never find a parking spot.
If you do find a parking ramp, you will pay dearly.
The Metro will get you just about everywhere you would possibly need to go.
