Basically, if you are asking this question, I would say that you should use Photoshop Elements 5.0. It's what I am using.
My sister is a graphic artist who uses Photoshop CS2 and she said that it would be a rare day that she actually NEEDED something in her program that was not offered in P.E. 5.0.
If you want to explore the world of Adobe Photoshop without spending the big money for the full product, get Photoshop Elements 5.0. It is a tremendously powerful program and it only sells for $99.00. You can get it at http://www.adobe.com or any of the usual places you buy software.
You can use it practically right out of the box with the "Quick Fix" option and then you can advance into the full program, learning TONS about the Photoshop world as you go. Frankly, I think neither you nor I would ever explore the full capabilities of Photoshop Elements 5.0. If you ever DO think you are ready for more, you will already know much of what you will need to know about "real" Photoshop. They'll undoubtedly have a new and improved version by then. Since Nikon just came out with a totally new image editting package, Adobe will have to step up to the plate.
But now, Adobe has introduced a middle ground called Lightroom that they are introducing at $199. See http://www.adobe.com/products/photoshoplightroom/ for extensive details. It was written up in this month's Popular Photography, but it has not been made available on-line as of this moment. You can check back from time-to-time at http://www.popphoto.com/inpopularphotography/3812/current-issue-march-2007.html to see if the article has been uploaded yet. The title and description are:
The $199 Photoshop Killer? By Debbie Grossman
Adobe's new Lightroom software may tempt you to abandon the big guy for good.
If you want to learn Photoshop technique, starting with P.E. 5.0 for $99 is an excllent way to go. Lightroom has somewhat of a different concept to getting things done and I do not think it will be a stepping stone into Photoshop.

It really depends on how many features you need. I think Photoshop Elements has just about everything you need for most photo editing. Never tried the others. You can download trial versions of Photoshop and Elements from the Adobe website. Try them and see which you prefer.
