The absolute quickest safest way is to go to a personal trainer and tell them what you want. Make sure its someone who can design both an exercise strategy and a good diet to accompany it. Strength comes from the proper combination of diet and weight lifting. Also there is a product you should be able to find at your local GNC called creatine. It will help you build muscle quickly as well. I have used it and it is safe.

Safer, begin with light weights and move to heavier. You set your own pace.

Quicker, being with heavy weights and move to heavier quicker.

Everything is a trade off. Machines are much safer than free weights, but free weights make you bulk up more.
