I strongly believe he did. And both americans and russians (i think brittish also did) tested such weapons, but they didnt have any succes. And it is true that CIA stole all his documents after death, but ther is lot of mystery, because of the way he wrote them, often in abbreviations and codes. He tryed to sell such weapon to his fatherland, kingdom Yugoslvia before wwII, but they werent interested.

And, he vasnt born in Zagreb, he was born in vilage Smiljan, vhich is now in Croatia, and back than was in Austro-Hungarian empire.

He did invent it and it was the Russians that tested it, it created havoc with the weather for weeks afterwards.
Violent flashes of light and tremendous noise was created when they tested it but I think they couldn't develop it.
It's rumoured the Americans were going to use it in their star defence system.
When Tesla died the CIA raided his hotel room and took away all his paperwork and it hasn't been seen since.

He published "The Art of Projecting Concentrated Non-dispersive Energy through the Natural Media" about lasers. He claimed to have made some headway on his death beam, but no one was interested in buying it. I think he died before he had the financial backing to finish the project.

I have heard that they used his inventions when constructing SDI.

Tesla is such a genius that I would not doubt it if he did create a death ray.

It's widely believed he did. Check out the novel by Craig Dirgo 'Tremor' for a follow on! I've just finished reading it.
