Wheezing, coughing, hoarse breathing & shortness of breath. Some dogs get tracheal damage from pulling constantly on a choke chain or lead. Also being handled roughly by the neck while being on a lead can cause collapsing of the trachea.

Hacking and coughing are usually the symptoms. The dog will likely do this when excited or there is a bit of pressure on his neck. This discerns it from coughing due to a cold or other problem.

Choke chains and probably the greatest cause of tracheal damage, but any hard force on the front of the neck can cause it.

A vet should be able to diagnose for sure if there is damage.

Dogs can get tracheal damage by finding things on the sewing room floor like open pins or sewing pins with a pretty knob ON top, also a silvery piece of wood from outside that needed chewing, things that can Pierce the passage way as they try to swallow it.
Continuous coughing and even trying to throw up can be a sign of trouble, not eating is a reason to see the VET at the Hosp. Call them , don't wait.
