Animals entering most countries have to go into quarentine for a period of time to make sure they are disease free. This wouldn't really have helped in preventing the spread of the black death, as it is believed that a flea infested rat brought it to europe.

One way is the vaccinations...
Also they will not let you carry food or medicine across borders or onto planes...
