There's a difference between how many times God says 'I love you' and how many times the word 'love' is mentioned. Also, its according to which translation you are reading, whereas in some translations 'charity' is defined as love.

Still ... the words from any translation, any testament ...these are the words/the visions of those that God spoke to, the ones that God blessed with a portion of His knowledge. Followed by those that saw, that shared, that walked the path alongside of God's Son.

While contemplating the words written in a Bible ... practically every verse, even IF the word charity/love is not mentioned in it ... should give a person the feeling, the awesome sense of God's love for you. Each word was written in love for God and/or for His Son. ALL the words express His love for those that believe in some fashion.

To answer this question by a number I would need to sit and count every word written in the Bible. So, I do not have have an exact number to give.

There are only two instances where the writers directly quote God as saying the exact words.
Isaiah 43:4
Malachi 1:2
The thought however is carried through stories throughout the Bible. If you read a love story and the hero never once said, "I love you." but acted in a way that it could not be mistaken by the end of the book, you wouldn't hold anything against him. Well, a shallow reader might. It's the context of the stories that show the love. Look beyond the words to the story.

Penny Mae again has the best answer in my opinion. GOD certainly showed all of HIS love for mankind time and again. HE created us and everything that we would ever need to survive on this planet. Many of our friends and family have sided with HIS mortal enemy, satan and have no reason to deserve what GOD has given them/us. HE continued to assure us that HE was sending a comforter and did so. We have an opportunity to be in heaven by reading, studying, and following HIS WORD. What more could we ask for?

Gandolf, it is true that GOD did not write the BIBLE. HE created us and inspired the writers of the BIBLE thus we are going to say for all intents and purposes that HE wrote it.

The Word of God who is Jesus is love itself. The Holy Bible is about Jesus Christ (every word) even though we are too blind to see or to compehend it so I would say the entire Bible is an I love you to the world

Multiple, but not in the present tense.

"We love him, because he first loved us." 1 John 4:19

"Herein is love, not that we loved God, but that he loved us, and sent his Son to be the propitiation for our sins." 1 John 4:10

"But God, who is rich in mercy, for his great love wherewith he loved us," Ephesians 2:4

and the most famous verse:

" For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life." John 3: 16
