Why do some chicken breast not require thawing before cooking but others do?

Frozen chicken breasts should have two different cooking times listed on the package, a short time if it has been thawed out first, and a longer time if is is stlll frozen.

If it does not come frozen in the first place, then you don't have to thaw it.
