As long as they have enough room, and they aren't hitting their wings on anything you should be fine. This is very common. Birds are used to flying in the wild, and when unable to do so in a cage, it's a way for them to stretch out their wings.

Usually, when parakeets start flapping their wings like crazy, they are real hot, or don't have enough room. try buying a bathtub or buy a bigger cage because 4 parakeets needs a big cage. I f you put it outside in hot wheather, you need a bathtub to go with it.

Bet they squawk up a storm when they do that! I had four parakeets in a homemade cage, and they'd do that once in awhile - especially when one of my wife's cats jumped up on the top of the cage. One cat got the surprise of it's life when it lay down on the cage and stretched out - one of the parakeets reached up and bit the cat on a nipple! Boy, did that cat yowl! And I rolled on the floor just about laughing my rear off!

This is perfectly normal, when birds flap they are just stretching and exercising their wings. It is also a sign that they are comfortable, so they must be feeling safe in their environment.

They are exercising and stretching their wings. As long as they have ample room to do this without injury there is no problem.
