NO RELATION
there is no relation between the 2 boys. the mothers are not related neither are the two friends related in any way and so the two boy will not be related.

The offspring are cousins to each other and nothing more. But the offspring of the friend is the brother of the other friend and vice versa. That is just wild...huh. Also, one boy is the other mother's grand child and vice versa. This in turn makes them also grandfathers to the others offspring.

Restating the facts:
There are 2 boys, A and B. There are 2 moms, C and D.
C is A's mom and B's wife.
D is B's mom and A's wife.
C and B have kid E
D and A have kid F
A is F's dad and E's brother and E's uncle
B is E's dad and F's brother and F's uncle
E and F are cousins

No relationship whatsoever, since the boys could be these blokes' kids, but that doesn't mean they are from their respective wives...Maybe from a previuos relationship? Otherwise, they are all brothers (the boy from family nº1 is the brother of the kid from family nº2, and viceversa) LOL

X's son is Y's stepbrother. Y's son is X's step brother. so they are brother-in-laws. sorta.
