No. The dead are in the grave. Hell is the fire that purifies this earth so YHVH can make it over. If you refer to the parable in Luke, it IS a parable, in which the Messiah takes some wrong ideas of the time and shows how even so we can get to right answers.

No one lives on until they are resurrected. After Resurrection it's either eternal life or annihilation. No telephone necessary (there is probably technologically induced telepathy or something) and the walls of the New Jerusalem are too high to allow intruders.
