I put this question sincerely to get enlightened on this subject. Who all enjoy the right to confer these titles? Are not those who use unauthorised titles liable for criminal punishment? Many are seen sporting these types of titles preceding their name. Politicians can't usually make it to obtain a Doctorate. So they maneuver to get one from the authorized University under their control. Film stars particularly those based in Tamilnadu put a decorative title with their name? Does not this tendency reduce the spark of deserving national and academic honors?

Universities! I dont think that they are carrying out their role as expected from them.Their rules,regulations and philosophies are against the purpose for which they stand.Hence their word cannot be accepted final.Man can decide and accept a title that really suits him after rubbing it against the touch stone-his positive popularity.It is better than the titles conferred only because of some sort of manipulations.

Well with holy people, usually their followers give them their titles. I can't speak for film stars, I'm really not sure of any examples of that.
