My potatoes been laying in my cubboard for a while. They started growing white "things" on the skins? Are they still OK to eat or should I throw them away? How do I get mashed potatoes whipped and so soft without using an electrical machine and just using a fork?

1-they're growing eyes, just peel them off and cut out any dark spots.
2-they're fine
3-patience and strong hands, lots of milk/cream and butter

Those are just "eyes" growing on them, kind of like the roots of the potatoes, since potatoes grow under ground that is their way of surviving under the soil. break or peel them off and go on to cooking them. Peel the potatoes, cut them into small chunks, put them in a pot of about an inch to an inch and half of boiling water. Boil on med-low heat for 25-28 minutes, you should get a masher to mash them but if you only have a fork you will be using a lot of elbow grease. Use lots of butter, mash it into the potatoes as you are beginning to mash, this will make it easier, add milk to the consistency you want. Use a whisk if you have one to whip the potatoes. Good luck. Also I always add garlic to the water as its boiling to add flavor to the potatoes.

Are they little white things? If so they are just "eyes" and your potatoes will be fine to eat.

For the mashed potatoes:

Take a large fork/spoon ..whatever.. and get the potatoes nice and mashed down. Add a nice bit of butter, and milk and start whipping your potatoes with whatever item you used to mashed them down. It will take a little bit longer than a electric mixer, but it will come out fine.

They are fine, just clean in water while rubbing the skin. Peel the skin, cut in small squares, boil in a little salt water for about 28 minutes without over cooking or making them mushy, drain, in a bowl, add potatoes, butter, little milk, and stir with fork, then fluff to the desired consistency, season as needed.
