No, blood is red... but your veins are blue. Blood is only black once it's dried.

Oxygenated blood is quite bright red. Ordinarily, the oxygen is 'picked up' in the lungs, but blood exposed to air outside the body is very efficient at attaching the surrounding oxygen and turns bright red quickly. Venous (deoxygenated) blood is not blue, but is a much darker (sort of brick-colored) red than arterial (oxygenated blood). The bluish color you see is not really the color of blood, but is the color of venous blood seen through layers of skin and other tissue.

if you look at your hand, you will see blue veins. the blood returns to the heart via the veins. it returns completed depleted of oxygen. if you cut into the vein, oxygen from the air mixes with the blood and returning it to the color red. this is normal.
old blood can be black -look at an older scab. sometimes, people will vomit black blood. this is old blood and a very bad sign.

Hold your hand up to a very strong light like bright sunlight. You will be able to see some light come through your hand. What color is it? That should give you a clue.
