I need one that deals with the enviroment, and that can fit into a normal teenager budget.
A "wow" factor would be nice.

I don't know about WOW but solar power or wind energy are great projects. They show a clear connection between a problem and a solution, something missing from many environmental projects.

You can get some great ideas from Mother Earth magazine or their website. Some other places are http://www.otherpower.com/ and http://www.builditsolar.com/Projects/SpaceHeating/Space_Heating.htm

I've recently started building my own solar panels for heating my garage and home. I'm getting a WOW out of it. You can build solar hot air heaters for very little money and the same goes for 12 volt wind generators.

How about a wind generator that won't kill birds or a solar panel that generates electricity that you can actually afford. Both are needed.

OK, it's not splitting the atom or anything but I find it enjoyable and something you can continue doing long after you win a ribbon.

I recently judged a Jr. High science fair. Some of the fair projects were really creative. "They color of cool"Can the color of shingles affect the temperature of a house? "Night Writers" - How does lack sleep affect your motor skills? They had people stay up all night giving them typing test at various points of the night and after things like drinking a cup of coffee. "The unpopables" - Which brand and/or flavor of popcorn has fewer un popped kernels ? There were so many that were great. but these are the ones that I remember as the best

tour your local wastewater treatment facility. Many people have no idea what goes on there. Take pictures or do a video. Ask a lot of questions of the chief operator. Follow the flow from the collection system to the receiving stream.

This is an easy to make engine that only needs warm air to run. This type of engine could easily be constructed to operate with solar energy.
