actually, When you panic, you breath faster and that affects the balance of oxygen and carbon dioxide in your blood. When you breath into a bag, you deplete the oxygen in the bag and raise the carbon dioxide which in turn corrects the balance in your blood.

By breathing in a paper bag you are breathing less oxygen. The lower level of oxygen slowly starts to calm your body.

you could die by breathing into a plastic bag!!
but seriously, you are blowing off too much carbon dioxide and your body needs a balance of carbon dioxide and oxygen to regulate breathing. you are actually Rebreathing the carbon dioxide when you breathe into a paper bad. this will slow down your breathing leading to a balance again.

WHEN YOU ARE HYPERVENTILATING, YOU ARE NOT ABLE TO HAVE SUFFICIENT AMOUNTS OF CARBON DIOXIDE IN YOUR LUNGS IN ORDER TO HAVE PROPER RESPIRATION.
THE PAPER BAG RECIRCULATES THE CARBON DIOXIDE INHALED AND EXHALED UNTIL THE NORMAL BREATHING RATE IS RESTORED.
