They don't always "fall" backwards off the dive boat. There are several methods of water entry. They choose the one that's appropriate for the design of the boat, weather/current conditions, depth of water, type of gear they have on.
A backwards entry is usually used on a dive boat that is low in freeboard and has no swim platform like a RIB or runabout off or in shallow water. It's especially useful in rough weather or a boat that is crowded. Standing up and moving about a deck with upwards of 100 pounds of gear can make balance a difficult thing.
