The GIMP is almost as good as photoshop. It's a bit of a tricky installation (more than just the usual installation package), but not all that hard to install.

GIMP would be the first choice. It's along the same lines as photoshop, paintshop pro etc.

there are programs called PAINT dot NET and GIMP
these can be found on my site: http://4einc.info
just click on tools and you'll find those two plus many other useful tools.
