Iam adopting a parrot that was suppose to be rehomed. The erson that placed the ad said that i have to send pictures of the parrot each month to hime. He told me he needs my name and address for change of ownership papers. Could this be a scam?and how could i be sure?

I've NEVER heard of ownership papers for a bird. This isn't a car where you have to sign over the title. Is this person geographically close to you? Or is this some kind of ad from a place a few states away?

AND...if the owner doesn't feel as if the bird would be in good hands, then they shouldn't sell/give it to you at all. That's weird about the pictures. If you were going to mistreat the bird, you could take a bunch of pics right when you get it and then send him a different pic. each month.

Definitely something fishy going on there.

If they want you to send money, it's a scam. Parrot scams are huge now.

i would make sure you get the bird before you pay any money and the picture part is just a worried owner wanting to make sure that the bird is safe and happy

Yes it could. Ask him first about his info. If he doesn't answer, you know that it is a scam. Try it. It might work.
