It's always ok to have a full fledged party at your reception, no matter what the theme!! It's a celebration and you should celebrate how ever you want!!

I think of tea being more refined and dignified and so I would say no if you are planning a big "get down on the dance floor" reception. But I am not sure thats what you mean. Can you give some more deatils about what you actually are planning?

I think it is fine to have dancing for a tea themed reception. To stay with theme, I would be sure to include ballroom music (live band or DJ) on your song list. Swing music might go well too (which is a lot of fun).
