During High Intensity Cardio your heart rate should be 80% (220-age). Low intensity Cardio the heart rate is 60% (220-age).
As you can well imagine ,one burns more fat with high intensity cardio than with low intensity.
The Duration is also important as, as a rule ,fat burning does not kick in below 20 minutes as during that time the system is burning glucose and glycogen. Of course the process goes on even after you have stopped your cardio as you have stepped up your metabolic rate.
Best of Luck.

Anytime you exercise your heart rate increases.
Walking on a treadmill or in a park will increase your heart rate. The increased exercise will cause you to lose weight unless you pig out. A good nutritional diet with portion control and exercise will cause weight loss.

To burn fat, you have to wear your body down. You might burn calories (the things you've eaten recently) by walking, but to lose the fat, you have to run or walk with the steepness very high. Need to get your heart rate up to lose fat.

Just walking will burn calories, but not very quickly. You will need to do it for a LOOOOOONNNNGGG time to have much effect.
2100 steps is probably around a mile. Do that 35 more times, and you will have burned 3500 calories, the equivalent to one pound of fat.

Well I think it is best to elevate your heart rate because that is how you burn calories faster.

no it does not. the key to weight loss is to get more oxygen into your system, and you can accomplish that by just doing some deep breathing exercises. The definition of aerobics is plainly just getting more oxygen into your system. If you have more questions about this just let me know
