It's really quite simple. Here are the steps to follow:

1. Wash the tiles with liquid TSP. Don't use the powder kind as you have to mix it, it is toxic and you'll have to rinse. You won't have to rinse the liquid, it isn't toxic. You'll find this at any home hardware store.

2. Paint the tiles (grout included) with an oil-based primer. I suggest Bull's Eye 1-2-3 or Kilz.

3. Paint your tiles with an oil-based paint.

Done deal! We do this all the time.

I seen it done but why would you want to? Most bathroom wall tile is glazed there fore there isn't no way the paint can penetrated and adhere to it. After awhile it would peel. If you do want it painted I suggest buffing it with sandpaper to take all or most of the finish off paint then use a roller. Try using an acrylic paint because at least it'll put a finish and is easier to wash than an oil base paint

First, you will have to clean it very well, rinsing it afterwards.
Second, get some very rough sand paper and scratch the surfaces very well. This allows the paint to "hold."
Third, use a good glossy or flat paint. You may have to spray on or paint on a good sealer afterwards to prevent water damage.
