What is the average speed (char/minute) of the well-paced narration - when somebody reading the text professionally?
And the maximum speed of narration (again, char/minute) still recognizable by the native speaker?

I am unaware of a Char/Minute speed being calculated in this area, but if you are talking about Words per minute, it will depend upon where you are from for what a professional would do with a well paced narration. It would vary by country/region.

As for that recognized by a native speaker, it would still vary by country/region. I have heard that in English people can understand up to 150 words per minute or so. They may say that they don't understand what is being said, but comprehension is much better than people give credit for.
