ALL states if you have seats with seat belts back there. Remember the Subaru BRAT? came with seats/belts in back.

Because it's not safe. My friends sister died when while riding in the back of a pickup, the driver went off the road to to avoid a colision with an oncoming car that was passing in a no passing zone. The pickup rolle and she was crushed under it. No-one else was hurt. and the idiot driver that cause the accident kept on going.
