Oh you have to try Sixth Avenue Bistro, (corner of 6th & B) good food! Burgers, Salads, French Dips, Ruebens, Shrimp Poboy... Ohh and their Breakfast is good too......Oh my I'm starving!
Dinner Specials Every Night.
You definetly won't leave hungry from there.
They even have some really good Cajun Dishes,
People are nice and has an "everyone is welcome atmosphere"

Jimmy Carter's Mexican Cafe over by Hillcrest (off Washington?)is really good. Its a little taco shop and they have delicious fish tacos and its super cheap. You have to eat at the Mexican one, not the other nasty one.
Also, not so cheap, Benihana. Pretty much the funnest food place ever. Make sure you have fun with it and interact with the chef. The more you cheer him on and get involved, the crazier his stunts get!
Persian food is always a great choice. Bandar downtown is really good with a good atmosphere. I dont know how expensive it is though cause I didnt pay...

I have been reading some of the other answers and were suprised by their answers. Some of the places like "Anthony's" are not reasonably priced. Anyways, I would recommend that you go to Filippi's Pizza Grotto. They are located all over San Diego: Downtown, PB, Mission Valley, Kearny Mesa. They have great food and great prices.

lunch or dinner? if it's lunch - hands down you need to check out mimo's in little italy (on india street)... $5-10 each usually
dinner - in the downtown area i'm partial to little italy, i really liked cafe zuccharo's... about $15 each
bucco di beppo's... it's more family style so it's better if you're going with at least 4 people, then it's probably about $10 each
karl strauss is down there, but i didn't think it was as good for the price.
if you're willing to... hamburger mary's in hillcrest is really good!
thinking hard and i really can't come up with anything else close to/in downtown besides extrordinary desserts... it is a meal in and of itself at abotu $6-9 a slice.

The Fish Market down on the Bay. They have wonderful food downstairs, and they have The Top of the Market upstairs that is great as well.
Also, The Hash House is amazing!
Now I'm hungry!

Anthony's is very good. The Red Fox Room on El Cajon Blvd in North Park is good. It is dark inside and the booths are very comfortable. Just don't eat upstairs it is okay but not as nice as the main room.

I love Rama on 4th street near the Convention center. It is very reasonable, and the food is excellent!

Another is Indigo Grill in Little Italy, where you probably have to be a little more careful with menu selections if price is a concern, but here is what I do with a date: we order one appetizer, like the Grilled Romaine Salad, and one entre, and split them. It's still VERY filling, and VERY VERY GOOD!

Cafe Zucchero in little itatly is delicious, the food, the coffee, the pastries, the gellatto.... awwwww!!!!
I worked the years ago as a hostess and I never got tired of the food... I still go back : )
