It's probably hard for them to balance, since it's a slick surface and they have grasping talons. They might slip off and break their little tail feathers.

Birds are constantly moving around and they aren't stupid! They see cars driving all the time, they wouldn't dare sit on a parked car because they know it could start moving at any time.

I have seen birds out in the country sitting on cars in fields though...haha I think they catch on after the car hasn't moved for years.

Parked cars are warm from being on ,and because of the material they are made of and depending on their color, they asorb alot of sunshine and therefore heat.
Birds get cold, being in the winds and updrafts and from time-to-time they like to relax to sort of catch their breath, and to get warmed up.
Birds will sometimes fly against wind and this is chilling to them, as they are so small and feathers aren't that good of insulators !

They do. But not as often because there is no food for them on a car plus they can't get good traction.
