Ok here goes: candles, lot's of candles! Candles make any mood romantic. And wine. You can get cheap wine from the grocery store. A good sweet one is by 'Andre'. The pink one is a good color and it tastes good too.
Decorations, fresh flowers on the table. Folded napkins will make an impression.
And what's for dinner? Tell me what you're cooking, and I'll come back and edit it for that as well....hurry!

Put lots of candles around the room -- if possible turn the lighting down low or off completely. If you have a large table, put some taper candles (the long ones) on it -- use a candleabra if you have one. On a small table, just use one smaller candle. You'll want flowers on the table as well, something small but elegant. Red roses would be a great choice, or if you know her favorite flower use that (you'll get lots of extra points for that one).
Use a tablecloth for the table, cloth napkins if you have them and napkin rings around them -- roll the napkins up in a creative way with the napkin rings. Use whatever the best dishes/china you have to set the table. I would suggest serving dinner in 3 courses -- a salad or appetizer, an entree, and a dessert. So do the full table setting you'll need for all those things (see the link below for proper table setting). You can decorate the chairs with some fabric or ribbons or bows if you can find something like that. Have some soft romantic music playing -- maybe something classical if you're into that sort of thing -- or again, going with her favorite is always a good choice - just don't make it very loud.
Choose a nice wine -- again, if you know her favorite, that's the best way to go, same with the food. If having white wine or champagne, have an ice bucket filled with ice on the table to keep it chilled. For a menu -- other than her favorites -- I'd do a nice salad to start or a shrimp cocktail (very easy, get precooked shrimp from the store and cocktail sauce. Put the sauce in the bottom of a martini glass and hang the shrimp around the edges -- just 3 jumbos makes a nice starter). For dinner steak is a nice and safe choice, serve with some kind of veggie. Dessert -- use your imagination on that one. Possibly capping the meal with champagne with a strawberry either in the glass or sitting on the rim.

Ahhhh Romance...
So nice to see and hear about.
Put on that soft music, open a bottle of wine (if youre old enough) otherwise sparkling soda works. Put a subtle table cloth on the table, grab the candles, a few not too many ( gets hot quick and not a good hot). Set out the dishes, order out from her favorite place if you cant cook. Be sure to put it on your plates, not the foam ones either... Eye appeal is very important so dont just slop it on the plate ok?
Perhaps throw some rose petals around the room for aroma and more of that eye appeal... Be sure to have on something nice and not revolting, classy you know...
Have some strawberries and cream handy if you decide to have champagne. They are the best accompniments for champagne and desert. Who knows where that would leave you at the end of the night.
But dont stop there, take it to breakfast!!! Have croissants and warm them in the oven with some sweet cream cheese, maybe even flavored, with some juice and or coffee, preference matters here.... Have a small bowl of fruit with it because fruit is an energy food that you may want to have with it... Have that small flower even just laid across the napkin is nice, doesnt always have to be in a vase....

Whenever you are cooking the dinner keep one major thing in mind, half of the meal is visual. Don't just put the food on the plate, plate and present the food. Look professional, pre-cut your meats and use them to accent your starches. Incorporate maybe a puree as a garnish (smoked red bell pepper puree always works well, or a gravy or a sauce you are using. Easy deserts, go get a half gallon of Spumoni, or Neopolitan Ice cream, buy a round cookie/pastry mold and preload the ice cream in the molds and make ice cream truffels, garnish plate with coco powder and plate with a waffle crisp or lady finger or nothing. Serve your dinner on a low sitting coffee table with lots of pillows around. Candles of course, and music you dig the most. good luck hommie

Pasta dishes are always good, with meat sauce or chicken
a wine , and simple salad, french bread or roll. Keep the decorations chic, candles and roses or floral bouquet
